94 Wont shift into 4wd or 4Low

I bet its your actuator that has stopped working best way to check it is remove it in 2wd and put your truck into 4 and see if it extends if not you have a bad one.

I would get some Pro comp all terrains they wear great and you can get them from 4 wheel parts for pretty cheap

flowmaster original forty series that dump before my rearend pretty loud with slider open but when closed and cruising I can carry on a conversation.

Gears, mpg, could use some wisdom

I get 17 out on the highway with my 3.73 empty and about 13in the city.... Also try changing all your fluids to synthetic it bumped my mpgs up over 1.65 on the highway.
