No ABS, No Cruise

'92 C2500: I've had this problem since I bought the truck. After starting, the brake light goes off. Once I get up to 35-40MPH it comes back on solid. I have no rear wheel ABS and the cruise does not work. Ran the paperclip test on the OBD-I port and I got what looked like 9 and 10 flashes...
