BOLT Removal Help

I have 4 bolts that are stuck. They hold the seatbelts and the rear seat brackets. They are Torx-50 heads. They all move a little...but not much. I have snapped 3 torx bits already....tried wd-40, tapping, slowly turning in-out over and over...but no luck. I did successfully drill one out...

Weird Voltage Issue
