15x7 on a drop spindle?

1998 Tahoe with a belltech kit, specs unknown. Main problem is that the wheel hits the control arm with the drop spindle. We encountered this after swapping steelies on from my '94 Caprice. It had been a problem before as the control arm had been ground on around the ball joint area. We shaved a bit more off to be able to get a decent turning radius. Here's the added issue, we had sent it off to get tires mounted and the shop came back saying the control arm bushings and a few other front end pieces needed to be replaced (no big shocker the thing didn't handle well but was good enough) so my dad gave them the go ahead. I was unaware until I found out a few days later that he had told them to just put entire control arms on, so all the shaving work went out the window. So am I limited to a 16" or bigger wheel? Not a huge issue as i have a few sets of Impala SS stocks sitting around but just kind of a kick in the ass after buying tires for the 15". Lol. Advice?
