Crank, no start, low voltage through pump

What's up fellas!?

I've got a '98 K1500 with the 4.3l. The original motor was replaced about 20k miles ago and everything has been great since it's LKQ remaned unit was placed inside the truck.

Some background. Fuel tank, fuel filter, and fuel lines are all new within the last 20k miles. The fuel pump that I removed was installed for some 50k miles.

I've got a no start situation. Full crank power and spark. It runs on starter fluid no problem. Using my fuel pressure gauge I get low fuel pressure around 20PSI instead of the required 55PSI+

Fuel pump relay is in working order, replacement relay doesn't help the situation.
I created a new ground by the fuel tank and have tested it without issue
I've installed fresh, new style 4x1, fuel pump harness (the truck previously had the new style connector but I cut it off because of age and solder'd on the newly supplied pigtail)
I got a new delco fuel pump but it experiences the same behavior

When using my multimeter I can probe the hot + ground without the pump plugged in and get a full 12v.

Once I plug the fuel pump into the harness the voltage drops to 3v-4v and I have poor fuel pressure.

Am I going crazy or do i just need a third fuel pump to prove the first two are dead?

After throwing a third fuel pump into the mix without any success I went back to the basics and inspected my chassis electrical. Don't throw money at your problems kids! Running fresh positive and negative cables from the battery directly to the pump resolved the issues I was running into resulting in full power at the pump providing a solid 55+ PSI of fuel pressure.

Swapping out the direct positive wire for the original grey power off of the relay continued proper operations of the fuel system. As soon as I removed the direct negative cable from the pump allowing it to run off of the negative black cable from the relay the fuel system stumbled and stalled out the truck.

As a temporary fix I created a new ground from the negative terminal on the battery to frame to get me back and forth to work. As soon as next weekend rolls around I will be replacing all of the major OEM ground locations and get this sorted out once and for all.
