Surface rust means your down to bare metal.. best is to seal it with a sealer primer first ..

Pictures would be helpful. If it is just some surface rust from like scratched-off paint then just hit it with 80 grit sand paper and make sure you have removed it all from the surface then primer over it. Then prep it for paint.

It's on the bed rails where they got sanded and got a tiny bit of rust. Anything special to keep it from coming back?

Just make sure it is completly sanded off and it won't come back. Then some good primer. Some will suggest using an epoxy primer for a direct to metal (DTM) application but I use 2K stuff usually and don't have issues. See ya!

EDIT: And as noted previously, if the bed rails don't need any body work then a good sealer could be sprayed before laying your base coat and it would suffice. Do not apply BC to any DTM application, it will flake off eventually.

Sand clean with 80/180g. treat any rust pit you can't remove with Rust-Mort or Ospho. Ospho is available at most hardware stores, True-Value or Ace.

And then body filler? I'm not the one painting in, I'm just bringing it in sanded and ready to shoot, and also need something to stop it from flash rusting from the elements, once I get down to bare metal and a little filler

The only thing that will truly protect it from rusting is epoxy primer. Even 2k primers can absorb moisture if left outside over time. Some spray bomb primers can cause problems with automotive paint so I don't recommend anything like that. If you sand it and wipe it with Ospho It will keep it from flash rusting for a few days maybe a week.

How can i prevent it from rusting, without a spray gun?

If you don't have a spray gun it is gonna be more difficult to get "ready to paint" unless it has very minimal damage. I like to take a debur tool, the kind you put in a drill and remove all the rust I can get. Then treat with Rust-Mort or something similar, after that has cured put a little bondo to fill the pits and then prime and sand. The spots where the paint is good, not cracked or peeling, just need sanded and not stripped to the bare metal. I typically sand those with 320 for a solid color and 400 for metallic, wet sand.

I debur with something like this.
