Update:checked fuel pressure and it's might be my fuel pump.i unplugged the fuel pump relay and the truck still started.so what does that mean

My 88 was dying and it would not do well when it was accelerating. My fuel pressure was the same as yours and the capacity test was way below a 1/2 pint in 15 seconds. Replaced the pump and it idles well now and accelerates like a new truck. Spent the day under that truck. Need to check the capacity. The pressure should be 5-10 lbs.

TBI is supposed to have 13 PSI.... but 10 will do. I always replace my pumps with the pump from the vortec or tpi motors. Alot better flow on those. ac delco part #s ep381,96-98ish vortec pumps( my favorite);ep241, TPI pumps;Or maybe ep377, BBC TBI pumps (havent tried these yet).

First, I assume you atached fuel pressure manometer between fuel pump and TBI body, (could you put it in place of fuel filter), there you should get 9-13 psi, not less, not more, this is Regulated pressure.

Then you check overhead pressure, to doit you pinch momentarily the fuel pressure return line, the one smallest, there you should expect at least 18 psi. Overhead pressure in all fuel injection systems is expected to be 2x Regulated pressure.
