reminds me of when people flip the lid on the carb to suck in hot air. there's even a K&N that is open all around for even more hot air.

For every 10*f. you lower incoming air temp you gain appox. 1% increase in horsepower.

For example today here in Minnesota it's 76*f. outside air temp. Say the under hood temp is a conservative 100*f. A difference of 24*f. equates to approx. a 5-6 hp. increase.

Looks like it'll be a good project! Hose the engine bay out with some gunk, deep clean the interior, was wax and lose the tacky crap and it'll be perfect!
Ditch the hot air intake and get the correct 96 air box, nothing wrong with the stock air intake and a 96 box is close to an inch thick I believe, I've got a 96 454 in my pickup and the air box is so much denser compared to the thin filter housing on my 97 350 in my Burb.
Paper filters are always a winner; and a few thing you might want to look into are an MPFI fuel spider, removing the lip off the TB, these two mods will wake up any little 350 without getting to crazy.

Deep clean. yup.

Tacky? You mean ole skool...lol.....

That's exactly what I have planed. Ditch the hai, and find a stock true cai. Stock will flow better too than that shoddy set up. Yeah, and I'd run just plan ole GM filter.
454 sweet!

I plan to run the improved spider unit from a 2002-2007 Vortec. As I'm sure you know, these units have little injectors at the end instead of simple poppet valves. Better spray. Less carbon build up. The unit is a direct fit with no mods needed to run on the '96. They are pricey, but a much better piece.

A brake controller, a modified intake tract, & missing maxi fuse box cover. I would be wondering what could be wrong and exactly how hard of a life it's already lived, as in does that L31 actually spin. What kind of shape are the transmission and rest of the drivetrain in?

Yes, I'm wondering the same thing. Theses are all important concerns.

Haven't seen the owner in a week and a half.
