Brake Surging Issue with New Brakes

I have a 98 c1500 RCSB, and a few weeks ago I replaced the following:

Front Calipers
Front Rotors
Front Pads
Front Flex Hoses
Front Bearings
Master Cylinder
Vacuum Booster
Rear Flex Hose
Rear Brake Shoes
Rear Brake Hardware
Rear Brake Drums
I had the brakes professionally bled through the ABS and all.

The truck had surging brakes before I did all this, and it still has surging brakes afterwards although they are not quite as bad. It will start to surge when under about 10 mph and light to medium braking. The surging goes with the rotation of the wheel. Grab-Grab-Grab like.
I cleaned the rotors and drums with brake cleaner, and don't see and oil or fluid on the surfaces.

My question is, the front suspension is pretty worn (upper and lower ball joints, tie rods, etc.) and that is my next project to replace all that, but could any of those parts be causing this brake issue or have I got to mess with the brakes more somewhere to fix it?

Check the runout on the new rotors,even though they're new doesn't mean they aren't warped.Mine did the same thing,had to have them turned.

That might be what it is. That the only thing that makes sense really. Is there anything special you have to do to seat the hub correctly? I packed it all in, tightened the castle nut to probably 40lbs, rotated wheel, tightened to about 60lbs, then loosened to get cotter pin through. Is that the right procedure, or did I do that incorrectly?

Nothing special on seating the hub but I think you tightened a little tighter than I would have.I tighten until it's snug with no play then back off to the closest cotter pin hole.

I might loosen them a notch. I doubt thats causing the surging though. Guess I have to find a machine shop somewhere...

Take the rotors off and take it to a tire shop that does brakes,they'll have a brake lathe and can true 'em up.General cost should be in the $15-$20 range,per rotor.

On another note....I work for a parts warehouse delivering auto parts to the repair shops in our little valley and some of these shops turn rotors even before putting 'em on a car.Cheap chinese steel :(

Yeah that irks me... Shouldn't have to be removing all this mess when I just got done with the whole job with new parts.

Try this...get your truck up to about 45 mph. and do a panic stop and see how it reacts,that surging should be magnified.Do it where there's little to no traffic though.
