Horn issues

My horn stopped working. All the fuses are good, I replaced the horn itself, and I popped in a new relay. Still nothing, Not even a click from the relay. I'm stumped, what should be my next step?

If you have a multi-meter, see if you have power going to the fuse, the relay, and the horn. That will help you to trace to where your issue is. Could be the horn switch in the steering wheel or a broken wire/short somewhere along the way.

and also, if you have a meter, it would be a good idea to make sure you are getting power to the fuse too before digging in too far

Just so I'm clear in my assumptions, in a '92 K1500 there is no dedicated horn fuse correct? It shares the CTSY circuit with the dome light and cigarette lighter?

I just looked up the diagram and it shows that it should be run off of the 20 amp "Park Lamp" fuse. As long as that's getting power, you can go to the relay and unplug it, and you should get power to 2 of the terminals at all times too. The horn button acts as a ground for the power side of the relay, so when you push it, it should close the circuit and energize the relay and make it click.
