Question on how parking brake cable equalizer works

I am replacing both rear parking brake cables on my 1993 C1500 Suburban, as they had rusted out and didn't work. I also got a new equalizer since the old one was rusted to the cable and not removable.

My equalizer is the kind in the attached pic:

The weird thing is that the driver side cable JACKET snaps into the forward portion of equalizer and the driver side INNER CABLE basically passes through freely, and is not fixed to the equalizer. Meanwhile, the passenger side cable JACKET snaps into a frame rail bracket, and the passenger side inner CABLE has a threaded end that threads into the rear portion of the equalizer.

So what I don't understand is how can the driver side inner CABLE (which is the only cable attached to the front cable/pedal) cause the passenger side cable to actuate? Is there some weird physics happening that allows that to happen? If the only things actually fixed to the equalizer are the driver side cable JACKET and the passenger side inner CABLE, how can the driver side CABLE cause the equalizer to move and thereby pull the passenger side CABLE?

I'm going to assemble it as best I can remember and see if it works, but thought I would see if anyone understood this better than I do.
