Noisy rear brakes

On my 95 k2500 the rear brakes howl when when the petal is applied. And the parking brake seems to stick on when it is cool out. When i drive about 20 feet i can hear and feel the shoes release. When I got the truck I had them looked at due to the parking brake not working. They replaced the shoes drums hardware kit wheel cylinders and the cables. After new parts they started doing this and one side would lock up. Took it back in and they said a wheel seal was leaking but the shoes where ok. they replaced the seals and still had the problem. took it to a different shop and they said the other side was leaking and replaced it. They said everything was ok. Well it is not. Ive never been good with drum brakes but I am tired of heaing them when I apply the brake so i might dive into them. The only thing that isn't new back there is the backing plates. Could these be warped and causing this?

The backing plates are stupid thick and would be nearly impossible to warp.

If any gear lube from the allegedly leaking axle seals got on the shoes, and they simply tried to clean them instead of replace, the shoes aren't any good now.

It may be an assembly issue with how they put all the hardware together.

Adjustment may not be correct. The drum should drag -very- slightly with the truck up on stands, in neutral, brake and parking brake not applied. In other words you should be able to turn it by hand easily, but notice a drag as it turns.

Did they replace the rubber flex line along with everything else? Thats a common issue, having them swell and not release pressure. Otherwise I agree with everything else someotherguy said. The shoes should not have been re-used if they were oil soaked.

That is a good question I do not know if they replaced that hose. I know when i took it in for rear brake problems the second time they replaced the front hoses and calipers but didn't charge me for it. I found this out a month later when i was laying under it changing and noticed that they where new. Called them and told them about it and they said don't worry about it since so much time had passed. So I can't complain to much. I will check that hose and see what it looks like. How would this hose cause the park brake to not release correctly.. Im thinking about getting new shoes for it since they have been soaked at least once. I wish some one made a disc brake for a sf 8 lug 14 bolt.
