So a P1351 has to do with irregular voltage within the ICM. I would start by checking power and ground at the ICM and possibly check resistance as well(I don't know what the value should be).
I'm assuming your truck is 96+ correct?

Is there a way to diagnosis the actual motor for each gauge? I swapped out my cluster on my 89 K1500 with a donor from an 88 and it's the same story as my original cluster. Speedometer doesn't work(actually stuck at 35) and fuel gauge doesn't work either.

If you put your rear axle on jack stands and put your truck into drive, it will eventually reach that. Make sure you choke the front wheels.
Check fuses. Especially the IGN fuse. Don't be like me and spend two months hunting down a weird electrical issue, when the fuse was blown the entire time.
The tbi sits ontop of a spacer. Looks like I'll have room to see the gauge. I'll find out tomorrow. Might need a step stool to install it though...
