    I have been able to verify that my EGR valve works. I hooked the pins up to 12V while I had it out and saw that it actuates. I also cleaned it up and checked the wire harness with a multimeter. I don't think this is what's causing my problems.

    After seeing everyone's input here today I decided to pony-up and buy a United Motor Products premium cap and rotor from RockAuto.
