4x4 actuator on a 96 silverado please help!!

I push the button on the dash i hear the transfer case kick in and my actuator turns on but never turns off and wont lock in the differential. i took the actuator out and manually pushed in the differential and it went into 4x4 what would be the problem? iv replaced the dash switch,t case switch and put in a new actuator 3 of them

Is it getting power? It takes power to lock and unlock. Or is it a vacuum type?

its not vacuum i tested the power at the actuator and it was getting 11.5 volts. it makes the noise it should be but doesnt move so i thought maybe the gears were getting bond up so i manually pushed in the differential and it slides in smooth i then let the actuator hang and left pluged in and hit the 4x4 and it makes the noise but never moves out

Sounds like it is time for a new one then if it isn't moving out.
