Ok. Well either way they're stretched. In my experience and opinion, should not be reused.
If they're not torque-to-yield, they're NOT "stretched". That's the whole point of torquing until the fastener yields...the yield point is when the fastener goes past it's elastic range into permanent deformation.

Torque-to-Yield is always a Torque-Angle tensioning method. But Torque-Angle does not have to be tightening to the yield point.
