    I had a similar situation on a 2000 S10 Blazer. Just to baby it through the winter I found that if you press the desired range then turn the truck off while its blinking and start it back up a few seconds later it will finish the cycle and end up in the range that was blinking when it was shut down.

    That would have been good to know on the first post. If its a GMT400 body then it was built in 1998 and just carried over to 1999. I'd bet you got the wrong radiator, check if its the same part number for a 1998. In the future, order parts for a 1998 instead.

    Welcome! Nice rig. And yea, anything is possible with skills and budget but generally a 350 of the same era is the cheapest and easiest otherwise you could consider a 454 swap also. Also not too difficult especially if you keep your eyes out for a wrecked donor truck.

    Replacement radiators are made universal so they dont need to make multiple different part numbers depending on what options a vehicle has. So they come with extra fittings and stuff that doesnt effect the function if its not being used.

    Yea, I think you have aftermarket electric fans installed by a previous owner. Who knows how they wired them up.

    The TPS may not be completely faulty, possibly just worn where the two meet... if the throttle shaft spins before it engages the TPS, it wont give any more fuel.

    Parking Brake Stuck or?

    Unfortunatly the common way to solve a rusted parking brake cable is to cut it off at the drum. Cut it off with a hacksaw or cutoff wheel, something that wont pinch it and keep it from releasing. Then spray penetrating oil inside the cut brake side cable if it doesn't immediately release.
